HPD violation classes, explained

When an HPD inspector finds a condition that breaks the NYC Housing Maintenance Code, HPD issues a violation and gives it a class by how dangerous the condition is. Buildings on StreetSpy have 582,085 open class C, 1,369,485 class B and 666,063 class A violations, as of October 26, 2026.

The classes

Each violation carries its own dates in HPD's records. HPD Online shows them for every building.

Open and closed

A violation stays open until the owner certifies the repair and HPD accepts it, often after a reinspection. An old open violation can mean the condition is still there, or that the repair was never certified.

Rent-impairing violations

Some violations are classified rent-impairing under NY Multiple Dwelling Law section 302-a. Each building report shows how many open violations carry that classification. It does not say what a tenant may do about them; NY Courts explains how tenants ask Housing Court for repairs.

How StreetSpy counts them

The grade weighs open class C violations 3, class B 2 and class A 1, per 10 units. Class I orders are listed and counted in a building's open total, but not in the grade. The methodology has the full formula.
