Is my building rent stabilized?

A building's NYC Department of Finance property tax bill lists how many rent-stabilized units its owner registered. If the bill shows stabilized units, some apartments in the building are stabilized; it does not say which ones. On StreetSpy, 37,879 buildings have rent-stabilized units on their latest tax bill, about 942,424 units in all, as of October 26, 2026.

Check the building

Search the address in the box above. Each building report shows the stabilized unit count from the latest tax bill on file and every year since 2007 that has a bill, so you can see whether the count has changed.

A count of zero means the bill listed no stabilized units. "Not on file" means we have no tax-bill record for the lot, which is not the same as zero.

Confirm your own apartment

Only your lease and the state's records confirm a single apartment. Ask NYS Homes and Community Renewal (HCR) for your apartment's rent history with its rent history request. It is free, it lists every legal rent registered for the unit, and HCR mails it to the apartment.

A stabilized lease must come with the Rent Stabilization Lease Rider (form RA-LR1). If your lease has one, your apartment is stabilized. HCR's building search lists buildings with registered stabilized apartments.

What it means for your rent

Renewal increases for stabilized leases are set each year by the NYC Rent Guidelines Board. RGB Order #58 sets 0% for one-year and 0% for two-year renewals for leases starting Oct 1, 2026 to Sep 30, 2027.

If you think your rent is above the legal rent, see rent overcharge in our tenant rights guide.
