Landlords in Queens ranked by open housing violations
100 landlord portfolios with most of their buildings in Queens meet the ranking's floor. The most open HPD violations per 10 units: NISSAN PINCHASOV (79.9 per 10 units); FARHAD BASAL (head officer on HPD registrations, 74.7 per 10 units); DAVID YAMINIAN (head officer on HPD registrations, 69.6 per 10 units).
A portfolio is listed under a borough when more than half of its buildings are there. Its totals are for all of its NYC buildings, as on the citywide ranking, which uses the same floors: 3 or more buildings and 50 or more units, ranked by open HPD violations per 10 units. Buildings are grouped by the head officer named on HPD property registrations, or by the owner entity when there is none. Names are taken verbatim from the registrations; each row is the record, not a verdict. Different people can share a name; report an error. Records as of Oct 26, 2026.
